LTA will reallocate an additional 300 Category A COEs across two bidding exercises in October (i.e 150 per exercise). These COEs are drawn from the same pool of COEs from guaranteed deregistration of cars with 5-year non-extendable COEs.

The move has been made to meet anticipated demand from car buyers following the September 2023 announcement of changes to the Vehicular Emissions Scheme (VES) rebates from 1 January 2024. This is not the first time the government has done so, having previously reallocated an additional 700 Category A COEs to the COE supply for August 2023 to October 2023, by also bringing forward the quota from the future expiry of 5-year non-extendable COEs.

With this, there will be an additional 24% increase in the Category A quota available for the two exercises in October 2023. There is no change to the quota for other Categories. The next quota announcement for the bidding period of November 2023 to January 2024 will be in October 2023.
